In SAFe, the Product Owner operates at the team level while the Product Manager operates at the ART level. The PO is not a mini-PM — they have distinct content authority over stories and acceptance criteria, while the PM has content authority over features and the ART Backlog. This separation enables both strategic and tactical effectiveness.
